2 Vintage Fire Engine Truck Rear WIG-WAG Stop Signal Swinging Lights.  Manufactured by Federal Sign & Signal Corp.  Model BR-2S,  Serial No. 2D23F69, 12 Volts.  The two smaller lenses are plastic, the two large lenses are glass.  As shown in the photos one of the glass lenses has two small chips on the ribs.  I believe the brackets are stainless steel.  In "As Found" condition, these are "Untested".
